1.0 Scope
Northland Pioneer College (NPC) Early College staff, Dual Enrollment faculty, Concurrent Enrollment faculty, Deans.
2.0 Purpose
In order to provide students at NPC-area high schools with a cost-effective way to get a head start on a college degree, NPC and NPC-area high schools may enter into Intergovernmental Agreements for the purpose of providing dual and/or concurrent enrollment agreements. The college will use this procedure to determine the parameters for such agreements.
3.0 Definitions
3.1 College-level Course: A course numbered 100 or above.
3.2 Dual Enrollment Course: A college-level course found in the NPC catalog and taught in the high school setting by a qualified Dual Enrollment Faculty.
3.3 Dual Enrollment Credit: Credit earned when a high school student attends a college class that both meets the requirements for high school graduation and earns college credit.
3.4 Concurrent Enrollment Course: A college-level course in which a high school student enrolls, is taught by an NPC faculty member, and for which, the high school student may earn both high school and college credit.
3.5 Dual Enrollment Faculty: A state certified high school teacher who has been determined qualified to teach at the college level in accordance with NPC’s accrediting organization and who is assigned to teach an NPC course at the high school.
3.6 Intergovernmental Agreement (IGA): A written agreement between two or more public agencies, such as the governing board of a school district, a career technical education district, a tribal/community school, or a community college district, that specifies joint or cooperative responsibilities related to financial and accountability provisions and other goods and services provided under the agreement.
4.0 Procedure
The Navajo County Community College District (d.b.a. Northland Pioneer College) may enter into IGAs with high school districts, charters, or tribal/community schools for the purpose of delivering dual and/or concurrent enrollment courses and programs. Courses and programs offered under such agreements will be college-level courses only. College-level courses, offered under contract with a high school district, charter, or tribal/community school, must conform to applicable NPC instructional standards and regulations relative to admissions of students. Agreements shall identify the respective responsibilities of the college and the school entities with regard to payment for facilities, personnel, and other costs, and the manner in which tuition is to be paid by, or on behalf of, each student.
The provisions, rules and requirements of Arizona Revised Statute §15-1821.01 (dual enrollment information) will be followed in activities related to the Dual Enrollment program.
