There are four categories under which a benefit recipient applying for educational benefits may fall:
- Category I - A veteran or dependent applying for educational benefits for the first time at any institution of higher education.
- Category II - A veteran or dependent applying for educational benefits at the college AFTER having received these benefits elsewhere or changing their major or degree.
- Category III - A veteran or dependent that has applied for and is receiving educational benefits from another institution of higher learning.
- Category IV - A veteran or dependent that has previously attended and is reapplying for educational benefits.
The following types of educational benefits are available to benefit recipients:
- Chapter 30 Montgomery GI Bill® - Active Duty
- Chapter 31 Rehabilitation
- Chapter 32 Veterans' Educational Assistance Program
- Chapter 35 Survivors and Dependents
- Chapter 1606 Montgomery GI Bill® - Selected Reserve
The procedures for applying for benefits under each of these categories are as follows:
- Category I - CHAPTER 30, 32, and 1606:
The veteran must submit the following to the NPC Veterans Service Office:- VA Form 22-1990 - Veteran's Application for Educational Benefits.
- A copy of his DD-214 or Form DD 2586 - Verification of military experience and training.
- A copy of their marriage certificate(s), divorce decree(s), birth certificate(s) of children (if any). (This applies to Chapter 30/34 rollovers only.)
- NPC Compliance Survey Form.
- VA Form ADVA-SAA Policy 03-1 - VA Education Counseling Statement of Understanding.
- CHAPTER 35:
The dependent must submit the following to the NPC Veterans Service Office:- VA Form 22-5490 - Application for Survivors' and Dependents' Educational Assistance.
- NPC Compliance Survey Form.
- VA Form ADVA-SAA Policy 03-1 - VA Education Counseling Statement of Understanding.
- Category II - CHAPTER 30, 32, and 1606:
The veteran must submit the following to the NPC Veterans Service Office:- VA Form 22-1995 - Request for Change of Program or Place of Training.
- A copy of their DD-214 or DD 2586 - Verification of Military Experience and Training.
- Copies of their marriage certificate(s), divorce decree(s), birth certificate(s) of dependent children (if any). (This applies to Chapter 30/34 rollovers only.)
- NPC Compliance Survey Form.

- CHAPTER 35
- VA Form 22-5495 - Request for Change of Program or Place of Training-Survivors' and Dependents' Educational Assistance.

- Category III - CHAPTER 30, 32, 35, and 1606
The benefit recipient must notify the NPC Veteran Service Office of the number of hours for which they will be enrolled in for the current semester and the name of their parent school. - Category IV - CHAPTER 30, 32, 35, and 1606

TUTORIAL ASSISTANCE
The college offers developmental courses and individual tutorial assistance for the benefit recipient who needs to build basic academic, learning and study skills.
RESPONSIBILITY OF STUDENT
- Declare a major course of study and file a written degree plan with the NPC Veterans Educational Benefits Representative.
- If transferring from another institution, have all transcripts sent to Northland for evaluation. Contact the Academic Adviser on submitting appropriate paperwork for evaluation of those credits.
- Make satisfactory progress toward the degree specified in the veteran's degree plan.
- Attend classes pursuant to the college attendance policy.
- Inform the NPC Veterans Educational Benefits Representative of credit hour additions or reductions that affect the benefit payment level.
- Withdraw formally from classes in which the student is not longer attending and inform the NPC Veterans Assistant of any mitigating circumstances that have affected the student's enrollment.
- Remain in good standing at the college.
- Understand that failure to earn the required grade point average during a semester that a veteran is on academic probation will result in termination of Veterans Educational Benefits under Title 38, U.S. Code.
- Make sure copies of official records, student's signed degree plan and prior credit evaluation are in the college Veterans Educational Benefits Representative office.
- Have all debts with the college cleared by the end of each semester.
STANDARD OF PROGRESS
Veteran benefit recipients are expected to make academic progress toward an eligible program of courses as outlined on their degree plan.
- Each benefit recipient must complete all courses attempted.
- Maintain a semester and cumulative 2.0 grade point average.
- Finish all incomplete grades (I) within one semester.
- Not receive withdrawals (W). If there are mitigating circumstances necessitating the withdrawal from school by the veteran student, the student must notify the Veterans Assistant within one week.
- Maintain regular classroom attendance.
- Complete courses as required on the degree plan.
- Veteran students who accumulate 55 credit hours will be placed on RESTRICTED STATUS. This means the student will be restricted to those classes necessary to complete their degree. When on restricted status, the student can be enrollment certified only for courses applying to their degree plan. Non-degree courses will not be certified as part of the student's enrollment.
If the above requirements are not met, the student will be placed on academic probation after a semester of non-compliance. The recipient has the next enrolled semester to attain "cumulative" 2.0 GPA or be placed on suspension from veteran educational benefits.
The Department of Veteran Affairs that administers veteran educational benefits requires that veteran students make satisfactory progress toward a degree. As a result, Northland Pioneer College, in an effort to eliminate overpayments, requires that all veterans after the 45th calendar day of class, receive a letter grade of A, B, C, D, F, or P, unless these students officially withdraw using the Course Change Form signed by the instructor indicating the last day of attendance in the class.
PREREQUISITIES TO CERTIFICATION
Certification for payment of VA benefits will only be made subsequent to the following actions taking place:
- Requirements
- Transcripts for prior training are on file in the Office of Records and Registration.
- Transcripts are official and have been evaluated and the results forwarded to the Veteran's Administration Regional Office.
- Degree plan completed by the benefit recipient and approved by the appropriate office and on file in the Office of Records and Registration prior to the second semester of attendance.
- Benefit recipients who have not completed all of the requirements of A (above) will have one semester to complete them. Benefits recipients who do not complete the requirements in one semester will not be certified for future benefits until such steps have been accomplished.
