1.0 Scope
This procedure applies to all Northland Pioneer College (NPC) locations where cameras are in use. Those locations included are PDC in Holbrook, WMC in Show Low, SCC in Snowflake, LCC in Winslow, Kayenta, Hopi and White River centers.
2.0 Purpose
NPC installed cameras at the locations listed above to provide a visual deterrent to crime, assist with overall security measures, and increase the potential identification and apprehension of person(s) who breach the college policies and procedures, and/or commit criminal acts. Security cameras are not a guarantee of safety; however, they do serve as deterrents and can alert staff to potential danger.
3.0 Definitions
3.1 Public areas - Areas made available for use by the public, including, but not limited to, campus grounds, parking areas, building exteriors, loading docks, areas of ingress and egress, classrooms, lobbies, theaters, and libraries. Areas of the college in which people would not have reasonable expectation of privacy, but to which access is restricted to certain employees, shall also be considered public areas for the purpose of this procedure.
3.2 Security camera - A camera used for monitoring or recording public areas for the purpose of enhancing public safety, discouraging criminal activities (including theft) and investigations of incidents.
3.3 Security camera recording - A digital or analog recording of the feed from a security camera.
3.4 Security camera system - Any electronic service, software, or hardware directly supporting or deploying a security camera.
4.0 Procedure
4.1 Monitoring of cameras - Neither the installation of monitoring devices nor implementation of this procedure constitutes an undertaking by the college to provide continuous live monitoring of all locations visible through such cameras. At the discretion of the college, cameras may be monitored in “real-time” when safety or security concerns, ongoing investigations, alarms, or other incidents warrant such monitoring. Real-time monitoring, when conducted, shall comply with the following;
A. Monitoring shall be performed by members authorized to monitor video surveillance equipment and should only monitor public areas where no reasonable expectation of privacy exists. Authorized members will include, Manager of Emergency Services, Campus Managers and/or their designee, and Campus Monitors.
B. Monitoring shall be based on suspicious behavior, not individual characteristics. Personnel will not monitor individuals based on race, gender, ethnicity, sexual orientation, disability, or other classifications protected by Equal Opportunity, Harassment and Nondiscrimination Procedure 2110.
C. Access to monitoring locations or capabilities shall be limited to authorized personnel and such personnel will only download, transmit, and duplicate recorded video when needed for college use and not for personal use.
4.2 Appropriate Use and Confidentiality -Personnel are prohibited from using or disseminating information acquired from security cameras, except for official college operations and law enforcement purposes. All information and/or observations made in the use of security cameras are considered confidential and can only be used for official college operations and law enforcement purposes upon the approval of the Vice President of Administrative Services or designee.
4.3 Data and Storage - Recorded camera images will be retained for up to 30 days. Therefore, all camera devices must be capable of retaining media up to this period of time. If an incident is downloaded within 30 days of retainment, that video can be held indefinitely by the Manager of Emergency Services and deleted after 2 years.
