Required Qualifications

  • Bachelors Degree in Business Administration/Human Resources or related field.
  • Three years of experience in public sector Human Resources or Personnel at a supervisory or management level.

Preferred Qualifications

  • Masters Degree in an appropriate area.
  • Five years previous experience in Human Resources/Personnel.
  • Human Resources/Personnel related experience in a higher education setting.


  • Plan, direct, implement, and monitor human resource programs, including recruiting, selection, orientation, classification, compensation, employee relations, affirmative action, training, career development, benefit administration, and organizational development.
  • Develop, recommend and administer policies and procedures to support the functions listed above.
  • Direct, develop, administer and interpret the College compensation and benefits plan.
  • Oversee and verify accuracy of information regarding contract amounts and calculations, hourly amounts.
  • Assist auditors as required with human resource inquiries.
  • Meets with employees and prepares correspondence and reports to resolve benefit questions and claims.
  • Direct and supervise the recruitment/hiring process including recruitment, selection, job offer, placement, and orientation.
  • Supervise the human resources practices to assure compliance with standards of good practice and procedure.
  • Serve as internal consultant to the president, vice presidents, and departmental heads on human resource matters.
  • Act as College compliance officer for Equal Employment, Worker’s Comp and immigration related laws; direct, develop and monitor supporting policies and procedures; act as College liaison in contacts with federal and state compliance agencies.
  • Supervise the research and preparation of human resources related reports for various college, local, state and national agencies as required.
  • Direct and coordinate the employee grievance process.  Inform president and staff of status and recommendations as grievance proceeds as specified in college policy.
  • Supervise and/or participate in the conduct of needs analysis for employee training and the development, presentation and evaluation of resulting training programs.
  • Foster an institutional environment that encourages teamwork, pride in job and institution, professional growth and development in support of student learning and success.
  • Participate within key committees as human resource advisor.
  • Supervise human resources staff.
  • Evaluates staff and recommends to the VP for personnel actions such as: employment and termination actions, recruitment, and assignment. 
  • Ensures staff development on diversity, inclusive climate, respectful learning, and working environment issues.

Skills Required

Knowledge of college administration, personnel functions, human resources records maintenance procedures, computerized record systems, governmental guidelines and regulations applicable to the function of this position such as ADA, COBRA, FMLA, and HIPAA, as well as familiarity with related tax and employment laws.  Experience in employee training and development.  Knowledge of employee wellness programs. Must be able to establish cooperative working relationships with students, the public, staff, administration, and other educational institutions in carrying out assigned duties.

Initial salary range of $63,315 to $75,978 depending on education and experience.
